I guess no one at the school district knew about eBay or too lazy to sell it there. They could have even hired a trading assistant to do the work and still make more than what they did at the sale.

We agree on the eBay front. In fact, we at Independent Sources calculated the oppotunity cost for the school of not selling them on eBay themselves to have been over $250,000 that would have gone right to the school district. Doy. No Wonder Kids Can't Read
