American Refugee

I have been hearing the word Refugee being used to describe the victims of hurricane Katrina. I would never imagine this word being attach to people living in America. You usually only hear refugee being use to call people from Third World country, but these days its being use to by the media to call American who are affected by Katrina. After seeing pictures of the aftermath of New Orleans, I would not have been able to tell the pictures apart from pictures of the unrest in Third World country or a war zone. Can the reason for calling these Americans living in New Orleans refugees because the majority of the people that make up the city are black? You would hope this is not the case, but this kind of things still happens fairly often.
